Browse the new CoDT annexes that apply in Wallonia and prepare the forms your planning permit application needs.
To obtain a planning permit, you must submit an application to the competent authority. It must include various forms and documents, which vary depending on the type of application.
The forms below are the official annexes to the CoDT (Walloon Territorial Development Code). The downloadable files are the French versions.

Frequently asked questions
Are the open ground, soil sealing and similar ratios requested for information only, or do they affect the permit decision?
The SDT (Territorial Development Scheme) sets out measures guiding urbanisation. One of them concerns the open ground ratio.
Whether this ratio is taken into account when a permit is granted depends on:
- the size of the plot,
- and, where applicable, the measures guiding urbanisation set out in the Municipal Development Scheme of the municipality where the permit application is submitted.
Land take: can the notion of a non-cadastral plot be defined?
The non-cadastral area is the part of the territory that is not divided into plots.
The cadastral parcel map shows:
- all private cadastral plots in Wallonia,
- all private buildings.
The public domain, which is largely not recorded in the land registry (cadastre), does not appear on the cadastral parcel map. It represents about 5% of the territory.
Where can I find the nature of a plot on Cadgis?
The cadastral nature of plots is available from the cadastral extract:
Do I need to request a cadastral extract for every application?
Yes. The cadastral nature of the plots, which must be entered on the form, is only available from the cadastral extract:
Must the areas in box 2 be filled in if they do not change (e.g. adding a dormer window)?
- With an architect: all three items in box 2 (land take, open ground, soil sealing) must be filled in.
- Without an architect: only the item “List of cadastral plots concerned by the application” is required.
How can I obtain the cadastral nature of plots if it is not accessible to architects or surveyors?
Through the cadastral extract for the plots:
“Departures from a scheme”: which tools should I consult?
The CoDT tools with indicative value that apply to the plot concerned. The completion guide lists these tools.
Photo report: what should the indication on the photo show?
Three recent colour photographs, showing where the project is located.
Example: for the conversion of a house, provide 3 views of the neighbourhood showing the house concerned.
EPB (energy performance of buildings) form reference: what if it is a simplified EPB?
Enter only the electronic reference of the file. The other EPB documents must be provided in 2 paper copies.
👉 No form is needed if the application does not fall under the EPB regulations.
👉 More information: Energy website - SPW
Annex 4 - Technical report on rainwater and treated wastewater management: always required?
To be provided for any project subject to the obligations of the Water Code regarding rainwater and wastewater management (at least 4 copies).
Relocating a shop: what perimeter applies?
No perimeter is defined in the CoDT. Relocation means moving a shop that closes at its original location and reopens elsewhere.
Incomplete history of socio-economic permits: is the application admissible?
Existing shops must:
- (i) be covered by a retail permit (SE1-SE2-PICPI),
- (ii) prove that they existed before 1975,
- (iii) or be regularised.
Project visualisation plan: what level of detail?
The plans must show the composition of walls and roofs, chimney flues and ventilation.
They must allow verification against:
- the SRI (regional fire service),
- the Walloon Sustainable Housing Code,
- thermal and acoustic standards.
👉 The situations before and after the works must be shown separately.
Checking a previous permit: who is responsible?
The applicant and their architect must gather the documents and check compliance.
Reference: Article D.IV.96/1 of the CoDT (amendment of a planning permit).
Is the “impact notice” form being updated?
No. It falls under the Environment Code (Annex VI) and is not affected by the current changes.
Alterations without an architect: is a negation missing?
The definition is deliberately broad. Check Articles R.IV.1-1 and R.IV.1-2 of the CoDT to find out whether an architect is required.
Mixed application (works with and without an architect): 2 forms?
No, only the form with an architect.
Annex 4: must it be signed by the architect or the applicant?
By the applicant or their authorised representative (including the architect, if so authorised).
Several applicants or architects?
All names must be given, unless a single person has been authorised by the others.
Which documents apply in the German-speaking region?
Since 1 January 2020, the German-speaking Community has been the competent authority. Refer to the CoDT provisions that apply in the German-speaking region.
